MetroConnects (Metro) is a special-purpose district governed by a seven-member Commission that operates and maintains approximately 1,500 miles of sanitary sewer mains within Greenville County in South Carolina. Metro is seeking a successful candidate to fill the available Capital Program Manager position.
The Capital Program Manager is responsible for the overall management and implementation of the Capital Improvement Program (CIP) and Wet Weather Program. This position will directly supervise Project Managers and provide leadership for gravity sewer rehabilitation, pump station projects, SCDOT relocations, capital expansion initiatives, and encroachment projects. This will be a full-time position working Monday through Thursday 8 a.m. – 5 p.m., and Friday, 8 a.m. – 12 p.m. This position will report to the Engineering Director.
Specific Duties and Responsibilities
Capital Improvement Program (CIP)
- Prepares, manages, and implements the Capital Improvement Program with minimal oversight.
- Directs, supervises, mentors, and develops Project Managers to ensure successful project delivery and adherence to CIP objectives.
- Provides executive-level oversight of gravity sewer rehabilitation, pump station projects, capital expansion projects, SCDOT relocations, and encroachment projects.
- Oversees and ensures quality control of plans, specifications, contract documents, details, and project files.
- Reviews and processes contracts, contract amendments, change orders, easements, invoices, work orders, grants, regulatory documentation, GIS data, technical study reports, engineering plans and drawings, bids, proposals, and budget expenditure reports.
- Coordinates with consulting engineers, contractors, regulatory agencies, County and State officials, and other utilities.
- Ensures projects are delivered in accordance with budget, schedule, and regulatory requirements.
Wet Weather Program
- Implements and manages the Wet Weather Program and associated projects.
- Prepares quarterly and annual reports related to wet weather compliance and regulatory requirements.
- Coordinates with regulatory agencies to ensure program compliance and performance objectives are achieved.
Departmental leadership and Support
- Provides technical guidance and strategic support for engineering operations.
- Assists in the development and maintenance of engineering design standards, specifications, and construction details.
- Attends meetings, workshops, and professional conferences to remain current on regulatory and industry developments.
- Represents the Engineering Department in public meetings and professional forums, as required.
- Provides assistance and guidance to the general public.
- Performs other related duties as assigned.
Minimum Qualifications
- Bachelor’s degree in civil engineering or related field.
- Minimum 12 years of experience in wastewater collection system design, construction, operations and maintenance, and project management.
- Licensed Professional Engineer (PE) in the State of South Carolina.
- Minimum six (6) years of experience in a management role within a utility or civil engineering environment.
- Must possess a valid South Carolina driver’s license.
- Demonstrated leadership, supervisory, and team development experience.
- Strong analytical, organizational, and problem-solving skills.
- Excellent verbal and written communication skills.
- Exceptional attention to detail and ability to prioritize with emphasis on quality and accuracy of work.
- Ability to coordinate effectively across departments and with external stakeholders.
Beneficial Skills and Experience
- Strong working knowledge of AutoCAD, GIS, and Cityworks.
- Experience with Inflow and Infiltration (I/I) removal programs.
- Familiarity with MACP, PACP, and LACP standards.
- Construction administration experience.
- Master’s degree and/or Project Management Professional (PMP) certification.
Compensation
Position salary range is anticipated to be $100,000 – $140,000 annually, based on education and experience. Salary is negotiable based on qualifications. MetroConnects offers participation in the South Carolina Retirement System and a comprehensive benefits package, including medical insurance. Director of Corporate Partnerships
Compensation: Full time salary position. The range for this position is $60,000 to $70,000. Based on experience.

Much of our work is in low-to-moderate income areas where residents do not yet have a healthy and vibrant tree canopy. Job Summary
Reporting to the Deputy Executive Director, the Director of Corporate Partnerships will increase the visibility of TreesUpstate by managing TreesUpstate’s relationships with corporations (40%), corporate and private foundations (40%), and community and government leaders/stakeholders (20%). This is a hybrid/remote position with access to our centralized headquarters in Greenville and will require 50 - 75% paid travel throughout Anderson, Greenville, Pickens, Oconee, and Spartanburg Counties. The Director is actively engaged in working to establish long-term partnerships and strengthen existing relationships with private and public sectors, as well as other key partners that will result in funding for the immediate and long-term goals of TreesUpstate.
Essential Duties and Responsibilities
- Identify, engage, and secure support from corporations, foundations, community, and local governmental partners.
- Assure that all corporate and foundation donors are stewarded for their gifts and that strong relationships are maintained.
- Conduct prospect research to identify new potential foundations and corporate partners for TreesUpstate’s Turkey Day Run, planting events, and Tree Giveaways.
- Build and manage a portfolio of 100 foundation, corporate partner, and community leaders and serves as a primary partner to the Executive Director, Deputy Executive Director, and Executive Counsel & Turkey Day Run Race Director to build a strong prospect pipeline.
- Identify five and six-figure grant opportunities and prepare compelling proposal ideas that align with foundation priorities and motivate investment in TreesUpstate’s mission.
- Provide support for special projects such as corporate planting events and our Turkey Day Run, the largest race in the Upstate and third largest in the state of South Carolina.
- Maintain a rigorous schedule of contacts with institutional representatives, creating moves management plans related to them, compelling presentations, and comprehensive fundraising proposals.
- Monitoring and assisting the fulfillment of institutional obligations and reporting requirements to funders.
- Monitors and maintains the inventory of printed and online materials needed at special events.
- Collaborates with the Marketing department to ensure that corporate marketing deliverables are timely and fulfill terms of partnerships.
- Support and work closely with Board Members and the Marketing and Development Committee to identify, cultivate, and solicit their contacts.
- Assists the grants coordinator(s) to seek and identify resources for program development, delivery, and sustainability, including federal, state, and local government and private grant and foundation support and other external funding opportunities.
- Participates in local, state, and regional workshops, conferences, and meetings.

The Engineering Intern position will have the opportunity to work with multiple groups within the Engineering Department, including private development, project management, and construction. The position will perform engineering tasks related to projects and provide technical support for engineering operations. This will be a part-time position working Monday through Thursday 8 a.m. – 5 p.m., Friday 8 a.m. – 12 p.m., and will report to the Engineering Director.
Specific Duties and Responsibilities
Private Development Projects
- Verifies capacity request and development project submittals are complete.
- Performs capacity assurance evaluations and calculations.
- Provides review of sewer design plans for developer-funded projects.
- Maintains files for developer-funded projects.
- Utilizes the asset management system to create and complete work orders, child work orders, and tasks to and from other internal departments.
- Develops effective working relationships with developers and engineering consultants.
- Performs periodic project inspections to assess project quality.
- Attends pre-construction meetings in accordance with Metro policy.
- Operates and utilizes various equipment and tools in the performance of duties including a computer, printer, and motor vehicle.
- Provides assistance and guidance to general public.
Metro Capital Projects
- Reviews capital project plans, specifications, and contract documents.
- Coordinates with project consulting engineer and contractor.
- Attends progress meetings with consulting engineer and/or contractor.
- Performs periodic and final inspections of projects.

Minimum Qualifications

- Must possess a valid South Carolina driver’s license.

The Staff Accountant II prepares and processes receivables, manages fixed assets, and miscellaneous general ledger entries, ensuring that established policies and procedures are followed. Provides support to the organization through the completion of routine bookkeeping and accounting tasks. The position will report directly to the Accounting Manager.
Specific Duties and Responsibilities
- Process accounts receivable transactions, including verifying, coding, posting, and reconciling payments.
- Post and update cash, check, credit card, and online payments in the accounting system.
- Code transactions to general ledger accounts and verify totals for accuracy.
- Generate, send, and track invoices accurately and on time.
- Reconcile accounts receivable ledgers to ensure proper posting of all payments.
